Formation change instruction implementation during the match

The problem is that formation change instructions are only activated after a stop in play. Sometimes it might take almost half the match duration or even longer for an instruction to be activated as there might simply be no fouls/throwins/corners/goalkicks/etc for a long interval. Thus I suggest that formation changes during the match could also be executed when the goalkeeper catches the ball in his hands, which I think is a great moment for teams to reorganize if needed.The problem is that formation change instructions are only activated after a stop in play.
